United Nations Conference on Environment & Development (UNCED) or the Earth Summit, held in 1992, focused on the need to negotiate a new concept of living in harmony with the resources of our planet. The People's Commission on Environment and Development India (PCED) was initially set up to ensure that a coherent package of inputs, comprising the diversity of focus and views on environmental problems and development strategies from as wide a constituency of stakeholders as possible in the country, was available during the preparatory process of the Summit and at the Summit itself. It was launched on 19 September 1990 in conjunction with the ECO 92 Public Forum held at New Delhi by the UNCED's International Facilitating Committee for the NGOs. Registered as a non-governmental and not-for-profit society with the Government of the National Capital Territory of Delhi, PCED provides a forum to the citizens and the NGOs to share their concerns and perspectives on environmental and development issues. It has adopted the model of public hearing to harvest the insights of the independent sector into these matters and attempts to induct them into the government's policy-making processes. For the people, public hearing represents a novel way to dialogue with government about the critical survival issues and their possible solutions. Public hearing provides an opportunity for civil society constituencies to forge partnerships among them and with the government for change. It also enables them to express their shared commitment to usher in a new paradigm of human development consistent with social equity and environmental sustainability.
